Grassroots Support Programme

New lottery-funded programme offering small community groups practical support to help local people.
The programme will strengthen support across a number of areas including finance, volunteering, organisational development, practical tools and resources and learning and peer support. In addition, new specialist roles will be introduced across the partnership to provide more targeted 1:1 help.
The new three year programme is supported by £785,700 from The National Lottery Community Fund, and is hosted by Cornwall Voluntary Sector Forum (VSF).
The programme will be delivered through the VCSE-led Infrastructure Alliance, a partnership consisting of Cornwall VSF, Cornwall Community Foundation, Transformation Cornwall, Volunteer Cornwall, Cornwall Rural Community Charity and Active Cornwall, bringing together expertise in governance, funding, skills, volunteering and organisational resilience.
Through this joined-up approach, organisations will be able to access support from any partner, ensuring a seamless, no-wrong-door experience.
This programme has been shaped by extensive feedback, including a sector-wide survey in March 2024, which highlighted the need for practical support in governance, volunteer management, funding, and skills development. It builds on existing provision while addressing gaps identified by grassroots groups.
The first phase will focus on putting strong foundations in place, strengthening collaboration between partners, improving access to support, and developing a clear, joined-up offer for grassroots organisations across Cornwall.
Over the coming months, grassroots organisations will have opportunities to get involved, share their experiences, and help shape the programme as it develops.
